Municipality of Pilea-Hortiatis participates -as a Partner- in the project entitled: «Green Participatory Budgeting for Local Environmental Action and Sustainable Future» (project acronym: «Green B-LEAF»), which was approved for funding within the framework of the Interreg Euro-MED Programme and it is co-financed by the European Union at 80% and by national funds at 20%.
The Green B-LEAF project, together with the Municipality of Pilea-Hortiatis, consists of 11 (eleven) Partners in total:

The Green B-LEAF project addresses the urgent challenge of climate resilience and sustainability in selected Mediterranean Municipalities. These Municipalities, such as the Municipality of Pilea-Hortiatis, face the dual pressure of environmental degradation and limited resources and require innovative solutions in order to adapt to climate change and enhance their sustainability.
The overall objective of the Green B‑LEAF project is to empower these Municipalities through the Green Participatory Budgeting, providing them with relevant innovative tools, data and know‑how, and thus creating permanent and substantial changes, so that the Local Authorities and their residents can design, finance and implement environmentally friendly projects.
The main Deliverables of the Green B LEAF project, with the active involvement of the Municipality of Pilea-Hortiatis, include:
- Methodology/Tool for Green Participatory Budgeting: A comprehensive methodology adapted to Mediterranean Municipalities, for integrating participatory budgeting with climate change adaptation strategies
- Green Budget Tagging Toolkit: A specialized tool designed to assist Municipalities in recording and monitoring their “green” expenditures, and in assessing and managing the environmental impacts of their fiscal decisions
- Online Handbook – Toolkit for the transfer and application of Green Participatory Budgeting in other Municipalities
- Training Activities and Capacity building Workshops, aimed at strengthening the skills & knowledge of local authorities’ representatives, decision makers and citizens, on issues related to green participatory budgeting, climate resilience and sustainability
- Platforms for continuous exchange of know how and cooperation among project Partners and other stakeholders
- Implementation of pilot projects in the real economy
The Green B-LEAF project has a total duration of 33 months (from 1/4/2025 to 31/12/2027), while the approved budget for the Municipality of Pilea-Hortiatis amounts to 197,375.00€.

Green B-LEAF Project Actions
- Kick-off Meeting – Campobasso, Italy (16–17 June 2025)
The Municipality participated in the official Kick-off Meeting of the Green B-LEAF project, where the objectives, partnership structure and implementation framework were presented. Key elements of the project, including the Work Packages and expected outputs, were introduced and discussed. The meeting also included the first Steering Committee session, establishing the project’s governance and coordination mechanisms.
- 2nd Transnational Project Meeting – Valencia, Spain (12–13 February 2026)
Project partners met in Valencia to review progress and coordinate the next implementation phases. Discussions focused on the outcomes of initial activities, the development of local Green Participatory Budgeting models and the preparation of pilot actions. In parallel, networking and knowledge exchange activities with experts were carried out, enhancing cooperation and the transfer of good practices.
- Community Workshop – Panorama Town Hall (26 February 2026)
A local Community Workshop was organized at the Panorama Town Hall with the participation of municipal staff, stakeholders and citizens. The Green B-LEAF project and its core concepts were presented, while participants contributed with proposals on local environmental priorities. The workshop supported data collection, stakeholder engagement and the co-creation of locally relevant actions.
- 3rd Gathering of the Green Living Areas Thematic Community – Athens, Greece (22–23 April 2026)
The Municipality of Pilea-Horiatis participated in the 3rd Gathering of the Green Living Areas Thematic Community of the Interreg Euro-MED Programme, which was successfully held on 22–23 April 2026 in Athens, with the participation of more than 250 partners and stakeholders from across Europe. The Municipality of Pilea-Horiatis, together with the Municipality of Sandanski (Bulgaria), represented the Green B-LEAF project. The event brought together projects from across the Mediterranean, aiming to exchange experiences and support the transition from pilot actions to tangible territorial impact at the local level.
